Description:
QPID-7255 introduced support of message delays.
Make the Broker provide a connection property that reveals that it supports the notValidBefore feature. Make clients detect this feature and warn if the application tries to make use of the address options.

QPID-7255 introduced support of message delays. To make the feature more useful/usable, the following additions are identified:
# Make the Broker provide a connection property that reveals that it supports the notValidBefore feature. Make clients detect this feature and warn if the application tries to make use of the address options.
# Extend the Queue UI to allow {{holdOnPublishEnabled}} to be enabled when creating or updating a queue.
# Reveal through the UI when a Queue Entry is held.
# Make the Message content UI treat {{NotValidBefore}} as a date/time.
