copy fileset followsymlinks="false" does not copy symlinks at all

When I copy a fileset that has followsymlink="false" any symlinks encountered 
in the fileset get excluded.  This seems like the wrong behavior, as I would 
expect the symlink to get copied as-is (in its symlink form) -- e.g., 
emulating "cp -a".
