在Java Maven项目中，项目编码为UTF-8（项目上右键Propties - Resource设置编码为UTF-8），resource目录下存在一个config.txt，文件编码为UTF-8，No BOM，Windows CRLF，直接打开config.txt，文件乱码，提示错误信息：The file config.txt cannot be safely opened with encoding GBK.Do you want to continue opening it?
如果在NetBeans 安装目录/etc/netbeans.conf中配置启动参数【-J-Dfile.encoding=UTF-8】，文件打开正常，没有乱码，但是项目启动后，控制台输出中文信息则会出现乱码。
