   ## Summary
   
   The `publish-docker` workflow has been failing with `startup_failure` since ~March 21 because `docker/login-action@v1.10.0` relies on Node.js 16, which GitHub Actions has deprecated and removed.
   
   This PR upgrades `docker/login-action` to `v3` (current stable) to restore image publishing.
   
   The CVE fixes (Alpine 3.23 upgrade) were already merged in #237 (commit a6fadf6), but the Docker image was never published because the workflow couldn't start. Once this PR is merged, the next push to main will successfully publish the updated image.
   
   ## Change
   
   - `.github/workflows/publish-docker.yaml`: `docker/login-action@v1.10.0` → `docker/login-action@v3`
