When executing the command {{ALTER VIEW <view> AS SELECT <columns> FROM <table>}}  is asking for CREATE privileges in the database where the view exists.

ALTER VIEW AS SELECT should not require CREATE privileges because it is only changing the metadata of the view to use a different table or schema. Instead, it should require ALTER on the view and SELECT on the table.
