Can you figure out which encoding this file have? On which system you are? Windows? If yes, then maybe you have the window-8859-1 or smth like that instead of utf-8. Check this out. There is also a plugin to check the encoding: https://github.com/junichi11/netbeans-encoding-plugin install it and check it out which encoding the file have. And if it has the wrong encoding, switch to utf-8 and have a look then.
