Original 'Vote' widget not working

To reproduce...

(1) Start wookie in standalone mode
(2) Go to http://localhost:8080/wookie
(3) Click 'view widget gallery'
(4) Choose the 'Vote - basic voting widget'
(5) Both instances show 'No matching key found' for most of the values in the page.

Not only are the values not being picked up (same as WOOKIE-160), but also there is no way to either set the vote or vote on it.

This is one of the older widgets which we can elect to retire (as we also have the 'you decide' widget) or we can decide to fix it.

I've had a go at fixing this, but am getting different errors every time I run it.  It appears that the widget is unable to reload the shared data (consistently) after a value has been set - sometimes the question is missing other times its the answers/options, other times the vote resets after the questions have already been set.
