   ### Issue description
   
   ### Environment
   * apisix version  apisix:2.4  docker 镜像
    
   上游如果报403 http 状态码，网关先会返回302，然后接着 返回 500 错误

   这个行为能更改么？ 
   
   我想改成透明的，直接返回403，不重定向
