Faces context not found. getResponseWriter will fail.

Hello,
I am still getting this error and don't know how get it working.

url in browser: http://localhost:8080/App/faces/
error: org.apache.jasper.JasperException: Exception in JSP: /index.jsp:12

index.jsp:
<%@page contentType="text/html"%>
<%@page pageEncoding="UTF-8"%>

<%@taglib prefix="f" uri="http://java.sun.com/jsf/core"%>
<%@taglib prefix="h" uri="http://java.sun.com/jsf/html"%>
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
    "http://www.w3.org/TR/html4/loose.dtd">

and form the web.xml:

deploying to tomcat 5.5
