It is impossible to override hadoop configs through CLI

In the CLI:
hive> set fs.swift.service.myservice.username;                                                
fs.swift.service.myservice.username is undefined

hive> set fs.swift.service.myservice.username=admin;                                          
hive> set fs.swift.service.myservice.username;      
fs.swift.service.myservice.username=admin

hive> create table simple_table(field STRING) location 'swift://container.myservice/input/';
FAILED: Execution Error, return code 1 from org.apache.hadoop.hive.ql.exec.DDLTask. MetaException(message:Got exception: org.apache.hadoop.fs.swift.exceptions.SwiftConfigurationException Missing mandatory configuration option: fs.swift.service.myservice.username)

But defining this property in hive-site.xml permanently and then restarting metastore service does effect.
