disable-caching works only after two changes?

Hi,

I have set org.apache.tapestry.disable-caching to true. However,
if I update a .html file and reload the page, the change doesn't
show up (in most cases), no matter how long I wait and how many
time I press Ctrl-R to reload. If I save the file again, then
the change will show up (in most cases).

I am running Tapestry 3.0, Tomcat 5.0.28 on Win98. Any idea?

This has been described before and seems to be a browser issue, with
the browser aggressively caching data. I can assure you that disable
caching works (!) and is braindead simple.

I've experienced this also, but it's not consistent (most of the time, 
template changes appear on the first change).  Can you see the change 
if you restart Tomcat (or reload your app)?
