limit on number of children

Is there an upper limit on the number of children that apache can
have running?

I'm talking to somone who's complaining about lack of performance and
he seems to have MaxClients (or MaxSpare) set to 300.

Anyone know of any problems (apart from draining resources) that occur
with such a high apache head count?
