The problem here is that panel titles are just that, titles. They are not
active elements and have no accelerator. If an accelerator is given
explicitly, then it is not interpreted and displayed as tilde.

This was probably introduced because a UNO command with the same English string
("Position and Si~ze") was translated to "P~osition and Size". This
translation was then probably used verbatim for the panel title.

Never mind, bug 122651 has a screenshot (showing an unrelated problem) that
shoes the 'Position und Größe' with tilde after the 'P': attachment 80958.

Pootle has more than one 'Position und Größe'. Can you describe where in the
UI I can find this one?
