1. I assume you are talking about sun.misc.URLClassPath and not sun.misc.URL (which doesn't exists as far as I can see).
2. I'm not sure this is related to the ExtensionManager as such. What makes you think so?
3. It would help if you had a stacktrace for the exception. My guess is it is failing to create a url for some reason. The question is what does that url look like.
