It seems that the default NamespaceNormalizingDOMStreamer doesn't like internal
or external DTDs. An inline DOCTYPE gets truncated to:
<!DOCTYPE skinconfig>
If there are any comments in the internal DTD, the result is malformed XML:
<!DOCTYPE skinconfig<!-- id uniquely identifies the tool, and role indicates its
function --><!-- Seems we can't use param entity refs until this is DTDified -->>
Attached is a subsitemap serving up Forrest's skinconf.xml with internal DTD.
