### What changes were proposed in this pull request?
This PR aims to enable `spark.sql.adaptive.enabled` by default for Apache Spark 3.2.0.
### Why are the changes needed?
By switching the default for Apache Spark 3.2, we can focus more on the stabilization on this feature.
### Does this PR introduce _any_ user-facing change?
Yes, but this is an improvement and it's supposed to have no bugs.
### How was this patch tested?
Pass the CIs.

Although we have enough time, we can revert this from Apache Spark 3.2.0 in the worst case.
