Here is an overview of the issue:

Key: XERCESJ-695
Summary: [XML 1.1] - Control characters in comments, PIs, and CDATA sections must be allowed in internal entities.
Type: Bug
Status: Closed
Resolution: FIXED
Project: Xerces2-J
Components:
Other
Versions:
2.4.0
Assignee: Michael Glavassevich
Reporter: Michael Glavassevich
Created: Mon, 7 Apr 2003 6:23 PM
Updated: Fri, 23 Apr 2004 10:29 AM
Environment: Operating System: All
Platform: All
Description:
An edge case, that isn't too likely to be encountered by many users:
Xerces is allowing XML 1.1 documents to contain control characters [#x1-#x1F,
#x7F-#x9F] as literals in comments, PIs, and CDATA sections. Since these
characters are not part of Char, such documents are not well formed.
