A possible Bug in Tomcat 3.1

Hi friends

I tried to submit this to bugDatabase but as it says that go for mailing
list I am submitting it here
This seems a possible bug.
 I have A Strange Problem
 I have few custom Tags
 If  I don't end That Tag than also it works
 for Example
 <qu:mytag> </qu:mytag> is ok even <qu:mytag/> is also Ok
 but what about
 <qu:mytag> it still works and it takes all the jsp content up to the end of
 the JSP file
 I am missing any thing.
 Is this a Tomcat Bug?
 I am using tomcat 3.1
