a) what happens when a target of this name is encountered in the build file?
Error?
b) what happens in <ant target=""/> ?

[bodewig@bodewig tmp]$ cat > blanktarget.xml
<project default="a">
<target name="a" />
<target name=""/>
</project>
[bodewig@bodewig tmp]$ ant -f blanktarget.xml
Buildfile: blanktarget.xml
BUILD FAILED
name attribute must not be empty
Total time: 1 second
