Incubator folders were removed

Hi All,

Please note that as requested by Apache Infra we have now removed following
incubator folders from Apache Dist:

https://dist.apache.org/repos/dist/release/incubator/stratos
https://dist.apache.org/repos/dist/dev/incubator/stratos

The content of those two folders can be found at the following location:

https://dist.apache.org/repos/dist/dev/stratos/archives/incubator/

Thanks
