The " - - " junk is necessary for relative parsing of the log
entries.  It also helps identify invalid entries.

Martijn Koster had a bunch of ideas about what should be added to
the common log format, but I felt that they would increase the size
too much to be worthwhile.  I'll forward the message if I can find it.

p.s. I am presently at a conference with many of the NCSA decision-makers.
     I'll ask them about the openness of the beta policy and other
