problems when installing apache 2.0.40 in windows 2000 server

Hi,

I have a problem when installing apache 2.0.40 in windows 2000 server.
The error message is :
"could not bind to 0.0.0.0:80, no listing sockets available."
Is it due to the network configuration of my server or the apache software itself.
How to solve this problem.
