    Resolution: Won't Fix

Travis uses internal auth tokens against github. GH does not currently expose this, nor do we have the ability to allocate granular permissions at this time. This is a highly desired feature and ASF leadership is working on this with github. At this time, we do not have a solution. When we do, we'll let the world know. Sorry we can't help right now.
