   Just confirmed that If ndarray is being deprecated, the effort of rewriting model_zoo with `np` and `npx` is minimal.
   
   If consensus is made to move model_zoo for testing purpose to test_utils.py I can follow this up in https://github.com/apache/incubator-mxnet/pull/18480
