    runtime-rule IT: tighten BanyanDB metadata-cache TTL to 1s
    
    BanyanDB exposes --measure-metadata-cache-wait-duration /
    --stream-metadata-cache-wait-duration / --trace-metadata-cache-wait-duration
    explicitly for testing — they bound how long the server-side resolver waits
    for metadata cache to load. Default is the production cache TTL, which races
    with delete-measure + define cycles in the runtime-rule ITs (post-recreate
    writes target a stale internal measure id and drop). 1s clears that race
    deterministically and lifts MalApplyRollbackIT to 7/7. The remaining
    MalShapeBreakIT.removeThenReapplyOriginalShapeRestoresOldMeasure failure is a
    separate measure-flush-budget issue (backdated samples in minute buckets) and
    will be addressed independently.
