[BUG REPORTING] linking reports to bugs now audited

Posted by Nick Bauman <ni...@cortexity.com>.
When reports are linked to bugs by administrators, the action is reported
to the tomcat-dev list along with the name associated with the login
credentials as well.

Committers, anyone have aproblem with this? We're auditing everything
else, so I figured it would be OK to do this.
