[PATCH] Expat option, take #2

Here is the patch again. I changed the include to use -I (removing the
necessity of putting xmlparse.h into src/include). Also added an error
exit if Expat is requested by a module but not available.

Open issues:
* src/lib/ subdirectory
* Win32 and AIX function exporting
