[ANN] Tomcat 4.1.24 Alpha released

Tomcat 4.1.24 Alpha is now available for testing.

Changes over 4.1.23 include:
- Fix for a security issue introduced in 4.1.23.
- Robust handling of bad cookies.
- Properly commit the response after a forward, sendError, and sendRedirect.
- Properly set the context classloader when using JspC.
