[VOTE] cordova-android@7.1.4 accelerated hotfix release

 Note that I would like to request a VOTE on 2 items:
* proposed cordova-android@7.1.4 hotfix release
* publish the release once 3 positive votes are received, even if
received before the standard minimum of 48 hours (I will also give the
option for any PMC member to veto the proposed accelerated release)

Please review and vote on this cordova-android@7.1.4 accelerated
hotfix release by replying to this email (and keep discussion on the
DISCUSS thread).

The archive has been published to dist/dev:
https://dist.apache.org/repos/dist/dev/cordova/GH-573/

The package was published from its corresponding git tag:
    cordova-android: 7.1.4 (a68f9fd752)

Note that you can test it out via:

    cordova platform add https://github.com/apache/cordova-android#7.1.4

Upon a successful vote I will upload the archive to dist/, publish it
to npm, and post the blog post.

I vote +1 on the proposed hotfix release and the proposed accelerated
release process:
* npm shows 0 vulnerabilities
* Ran coho audit-license-headers over the relevant repos
* Ran coho check-license to ensure all dependencies and
subdependencies have Apache-compatible licenses
* Ensured continuous build was green when repo was tagged
* tested with Cordova mobilespec (mostly passing the automatic tests)
* self test on cordova-sqlite-test-app passes

+1 for both

* Created and started hello world app
* Confirmed hello world app also starts with
`cordova-plugin-inappbrowser` and `cordova-plugin-local-notification`
installed
* Windows/AppVeyor CI is red for the tagged commit (because of
AppVeyor infrastructure things, see
https://github.com/apache/cordova-android/issues/579), but that
doesn't matter that much because the PR merge itself was green. Good
enough.
