Resolution: Fixed
[root cause]
adding a nic to a network which is not implemented will invoke NetworkManagerImpl.prepareNic(), this method will skip network implementation and directly try starting vrouter, while the process of starting vrouter involves a call to NetworkManagerImpl.prepare(), which starts the vrouter again, this will result in ConcurrentOperationException.
[change]
NetworkManagerImpl.createNicForVm: try implementing network before prepareNic
[test]
test with esxi 5.0 environment
1)create a VM with isolated network
2)create another isolated network
3)addNicToVirtualMachine with network created in step2
