chore: javadoc FQN sweep + sonar suppressions; close TODO-5

- Fully-qualify nested-type Javadoc links across 24 files in juneau-marshall, juneau-marshall-rdf, juneau-rest-client, and juneau-commons to clear Eclipse JDT "Invalid member type qualification" / "Invalid reference" warnings.
- commons.bean and commons.function package-info.java: switch all {@link} tags to fully-qualified class names (imports are ignored in package-info Javadoc).
- BeanInfo: add @Override to newInstance(); suppress java:S1452 on the three element/key/value type SPI accessors.
- MarshalledFilter#applyBeanTypeAnnotations: suppress java:S3776 (cognitive complexity).
- TODO-5 close-out: archive plan to FINISHED-5-bean-runtime-types-to-commons.md and remove [TODO-5] bullet from TODO.md.
- Add new TODO-30-classmeta-to-commons.md plan (investigation: move ClassMeta and related types from juneau-marshall to juneau-commons).
