support 'clean-on-compact' mode of operation

Instead of having 'cleanup' be a bulky long-term operation that goes through the entire data set, it would be useful if, after whatever criteria you would normally use to satisfy yourself that it's safe to run cleanup, you simply made the node enter a mode whereby all compaction operations (that happen anyway) also clean up.

This would make the bootstrapping of new nodes less of a burden in terms of performance and operational overhead.

The code for cleanup was less overlapping with normal compaction than I thought. Leaving this open but de-assigning as I don't envision getting to this any time soon.
