The lucene PMC recently realized that as part of the migration to using svnpubsub to manage release artifacts, committers who are not PMC members are no longer capable of publishing release artifacts, due to the svn authorization setup for the "dist" repo.

We would like to change that, per our understanding based on discussion with gmacdonald on #asfinfra, by adding lucene to the "committers_may_release" set of projects in this script...
