Added a simple solution for running resource serving tests in the patch attached to PLUTO-442 (event_tests.patch).  Basically, a JSP is loaded and displayed by the test portlet which then opens a new window using a generated Resource URL that references the test to run.  The output from the test is then displayed in the new window.  We still need tests for retrieving the HTTP method, the resource ID, and the cachebility rules defined in PLT 13.7.
