[I] V3 row lineage metadata parsing of `first-row-id` in `snapshots` [iceberg-python]

### Feature Request / Improvement
https://github.com/apache/iceberg-python/pull/1554 that introduced V3 read support reads `next_row_id` on table metadata. We also need (see [spec](https://iceberg.apache.org/spec/#snapshots)) the `first-row-id` field (now a **required field** for V3) to be read within the `snapshots` list of V3 metadata.
