The pgp.lua script creates empty asc files for the tac and celix groups.

This is because it only uses the contents of the Unix group.
There is no Unix group for TAC and the only members of Celix with keys aren't in the Unix group (yet).

I have updated the script so that it uses the contents of both LDAP groups.

However I don't have permission to update the file on home.a.o.
