Run `npm audit fix` to resolve mitigable vulnerabilities. Also upgrade webpack-related dev deps to v5/v6.
Confirmed the hot reloading functionality is still intact. I tested with Docker Compose setup

Closing this for another PR as there was something odd with my mainline merge attempt, which led to perpetually running `validate-frontend` step
