[PR] marvin: specify the charset as utf8mb4 in dbConnection.py [cloudstack]

### Description
This PR fixes the issues like below in smoke tests
```

"utf8" is unsupported since mysql-connector-python 8.0.31

@weizhouapache a [SL] Jenkins job has been kicked to build packages. It will be bundled with KVM, XenServer and VMware SystemVM templates. I'll keep you posted as I make progress.
