* Could you check https://jspwiki-wiki.apache.org/Wiki.jsp?page=Getting%20Started to see if you followed all the steps
* Just getting JSPWiki to run you could have a look at my pet project - http://people.apache.org/~sgoeschl/download/wikionastick/jspwiki-portable-2.10.1-SNAPSHOT-woas.tar.gz - unpack and start the EXE
