[VOTE] Apache Rave 0.9-incubating Release Candidate

I've created a 0.9-incubating release candidate, with the following

Good catch.  We have re-packed the binaries before, so this shouldn't be a problem to add.  I will do it after the PPMC vote has closed.  Do we have an issue to fix the dist NOTICE?
