ISO-8859-1 Encoding

Dear Xerces-Community,

just a very short question:

Is the Encoding of XML-Files in ISO-8859-1 (and analoguous
all the other encodings) something that is managed completely
by the Parser or does he rely on certain locale-packages
that have to be installed in the Win-NT-System ?

many thanks in advance,
