Currently the location of the  synapse.xml is given as an System property to
the system. The prior was present in M1 and we should consider it for
current code base too.

The default should perhaps be something like
> $AXIS_HOME/synapse/synapse.xml?


Yes, default System property is set something quite closer  to above,

$SYNAPSE_HOME/synapse_repository/conf/synapse.xml :)
