   ### What happened
   
   countTaskInstanceStateByProjectCodes uses start_time filtering, resulting in missed tasks that have been submitted but not yet started executing (start_time is NULL) and inaccurate task status statistics
   
   ### What you expected to happen
   
   submit_time filtering should be used to ensure that all submitted tasks are counted
   
   ### How to reproduce
   
   1. Create a workflow and submit tasks to put them in a waiting state. 
   2. View the task status statistics on the project homepage
   3. The tasks have not been counted
