metrics-file in userconfig.xml resolves relative to -xml option file

fop -c fop-conf/userconfig.xml -xsl book-fo.xsl -xml xml/book.xml -pdf
   book.pdf

org/apache/fop/configuration/ConfigurationParser.java
fop 0.20.4 :line 136
fop CVS    :line 132

metricsFile = attributes.getValue("metrics-file");

This should be resolved relative to fop-conf/userconfig.xml instead of
xml/book.xml. Same goes for embed-file.
