I need to create tab panes inside of menu items for hierarchical navigation. The
customizer lets me create this structures, but then I can't successfully add
portlets to any tab except the first because the portlet ID doesn't appear to be
unique for the page under these conditions. There is also an off-by-one error in
the portlet addressing within the first tab.

This doesn't stop the show for us, but we can't show off user customization as
well as we'd like.
