[apreq-2] t_cmp in tests

In Apache-Test version 1.12 (the most recent on CPAN), the
order of the arguments to t_cmp has been switched to
t_cmp($received, $expected, $comment). The apreq-2 tests
currently use t_cmp($expected, $received, $comment); if it's
agreeable, I could swap the order around to use the new
syntax.
