   The new operating page that SkyWalking operators could config or reset all components such as agent, collectors, and UI.
   
   Primary features of this page come from https://github.com/apache/incubator-skywalking/issues/1973, resetting all agent. According to the `Solution` section, there will be a list of all service instances and a reset button in this page.
   
   The page will locate below `Trace` page in the menu.
