I improved the attached documentation
 
 * Fixed a few minor problem (eg. wrong configuration key was mentioned) 
 * Added the explanation for -client/-server option for graceful shutdown
 * A few point has been clarified: XML format vs plain text format, exclude reloading,...
 * Fixed the rest documentation (added the new DECOMMISSIONING status)
 *  Added the explanation of the configuration to the javadoc of the contant as well.

I tested the documentation with the latest 3.0.0-alpha2  and everything seems to be working according to the doc.
