According to the source for the DLL it has the same license as its *.cls file,
which is already on the source grant for the Apache project, so it will become
AL2 compliant. Once the *.cls file has been processed in the
https://cwiki.apache.org/confluence/display/OOOUSERS/Header+Project
the license question will be solved.

The other question whether the binary file itself should stay in the repository
depends on whether any extension depends on the CLSID of the contained
VBEventListener class. The DLL was checked in to preserve the CLSID. The only
in-tree user of the component is in extensions/test/ole/VisualBasic/Module1.vb
