Call for Release Plan for Xerces 1.2.x

I've been reading the Archives of Tomcat-dev and been impressed by some
of the things that are going on there.  I'd like to see if we can import some
of their good practices into Xerces-J.

I'd like to propose that we create a public release plan for the Xerces 1.2.x
release, where x is some number that we can all agree on.  I know that there
are already plans for a release containing Schema CR code, so this release
plan would be for the release after that, so as not to ruin a whole bunch of
people's hard work.  

I think that it would help to project a good deal for people to start to have some
visibility into the features that are being worked on, and the people who are working
on them.
